A: This ammo is all first run factory ammo. It is not a reloaded product, but the case is re-loadable. The discoloration around the neck is a product of the annealing process. This is a heat treating process done during the manufacturing process to allow the case to flex without cracking. Most of your commercial cratridges undergo this process, but most have the discoloration buffed or polished to a shiny finish for aesthetics.

The "X" indicates that the ammo will be directed towards the civilan market. You will still receive the same quality ammunition made for the military. (If you are target shooting in an indoor range, you will want to avoid the M855 bullets as they will fail the magnet test. These are good for any other application including outdoor target shooting!)
